Tawang all set to welcome Dalai Lama

Tawang, Apr 3: Tawang is all set to welcome the Tibetan spiritual leader Dalai Lama who is expected to arrive here on April 4 morning, starting his eight days trip to the state. Thousands of people from different villages of the district and an estimated three thousand devotees from neighbouring Bhutan have already descended into the congested Tawang town hoping to catch a glimpse of the revered spiritual leader.
The entire township has been decorated with colourful prayer flags and flowers while the roads are being repainted and drains cleared.
Tsering Yangki, one of the thousand volunteers helping with cleaning the town said "Tawang Hamara Dharam Guru ka darshan ke liya pura taiyar hain".
The accommodation of the visiting followers are being taken care of by various NGOs, administration who have put up tents, and private individuals as well who have opened up their homes.
There is an infectious positive atmosphere at the Tawang monastery, where Dalai Lama will stay.
Young and old Lamas as well as the Anis, the Nuns, were seen decorating the monastery with flags and flowers.
Urgyelling (Ugyenling) Gonpa, the birth place of the Sixth Dalai Lama is also preparing for the visit. Lama Lobsang, the caretaker of the Gonpa said that he is looking forward to the visit. In his words "no one should come in between the spiritual leader and the followers".
Tsultrim, a follower from Bhutan said that he walked three days with others to reach Tawang to seek the blessings of the Lama.
The much reported Chinese objection to the visit of the Dalai Lama hardly seems to have made any difference here in Tawang, with its people all enthusiastically geared up to receive the Dalai Lama who had to escape to India from Tibet after a failed uprising against Chinese rule in 1959.
It is a symbolic homecoming for the Dalai Lama who was received by the Tawang Monastery on 5 April, 1959.
Implement UGC guidelines in appointment of college teachers, AAPSU appeals APPSC
ITANAGAR, Apr 3: The All Arunachal Pradesh Students' Union (AAPSU) has appealed to the Arunachal Pradesh Public Service Commission (APPSC) for immediate implementation of the UGC guidelines in appointment of teachers in the Government colleges of the state.
In a memorandum submitted to the APPSC secretary, AAPSU along with Research Scholar's
fraternity of Rajiv Gandhi University, National Institute of Technology (NIT) and
North East Regional Institute of Science & Technology (NERIST) urged upon the Commission
to make it mandatory to follow the UGC-
While requesting the Commission for age relaxation for M Phil and Ph.D degree holders in the recruitment, the AAPSU pleaded for additional 5 years relaxation for Ph. D holders and 2 years for M. Phil holders by replacing "other deserving candidate's category" as mentioned under state recruitment rule.
AAPSU further appealed to the Commission to constitute proper selection committee as per UGC guidelines for appointment of teachers.

Kalikho Pul’s wife writes to SC judges for FIR in case
NEW DELHI, Apr 3: The wife of former Arunachal Pradesh Chief Minister Kalikho Pul who had allegedly committed suicide has written a fresh letter to three senior judges of the Supreme Court seeking permission to lodge an FIR for probe into graft charges against former and serving persons holding constitutional posts, contained in his suicide note.
Dangwimsai Pul, in her letter written to Justices J Chelameswar, Ranjan Gogoi and M B Lokur, said her husband who had served as Chief Minister from February 19 till July 13, 2016, had committed suicide on August 9 last year.
The letter has not been addressed to the Chief Justice of India J S Khehar and the

In the letter, she said "at the time of his suicide, several signed copies of 60 pages suicide note were found next to his hanging body. The inquest report acknowledges that the Additional District Magistrate had seized such documents at the place of occurrence of suicide."
She said the note contained a detailed narration of facts regarding the "sordid state of affairs in the polity and the judiciary, most of which were from his (Kalikho Pul's) personal knowledge.
"The note contains serious allegations of corruption in high places in the polity as well as in highest places in the judiciary and that led him to believe that there was no hope for the country," she said in her letter which was received by Supreme Court registry today.
The letter said these allegations cast a long shadow on the integrity of our political institutions and that of the highest judiciary.
"These allegations had caused great despair not only to my late husband but also to the entire country. It is imperative therefore that these allegations contained in this note are credibly and thoroughly investigated by an independent investigating authority," it said.
"... a credible investigation in this case is essential otherwise the cloud of suspicion over the polity and the highest judiciary of this country, will forever loom," Dangwimsai said in her letter.
She said it was under these circumstances, that she was writing the letter to the three seniort judges of the apex court urging them to take an administrative decision on granting sanction to lodge an FIR and having this matter credibly investigated by an SIT. PTI
IMC asked to prepare road map for clean city
ITANAGAR, Apr 3: Itanagar Capital Complex Deputy Commissioner Prince Dhawan has asked the Itanagar Municipal Council (IMC) for preparation of proper road map for sanitary assistants and timely lifting of garbage to make Itanagar a clean city.
Addressing the IMC officials in a coordination meeting in his chamber here on Monday, Dhawan, while suggesting various measures and activities, emphasized on early steps to make the city open defecation free, operationalisation of the pay and use toilet, expansion of door to door garbage collection to the remaining wards and initiation of penalty on haphazard throwing of garbage along roads side and market places and hiring of garbage collectors for real time collection from individual households.
Further he said that the IMC should help in beautification of the city and take responsibility to maintain sector road and footpath in the entire municipality area. He directed the Municipal Executive Engineer to submit logistic estimates at an early date so that the capital dwellers enjoy better communication network.
Earlier, Chief Municipal Executive Officer, Habung Lampung and Municipal Executive Engineer, Er Tadar Tarang highlighted the various activities being undertaken by IMC.

Expedite developmental process, Mein asks legislators, HoDs
NAMASAI, Apr 3: Deputy Chief Minister Chowna Mein appealed to all the local legislators and Heads of the Departments to expedite developmental process according to fund provision kept in the budget.

Rebia calls for preservation of cultural heritage, local languages
RONO, (Doimukh) Apr 3: Minister for Urban Development, TP, ULB, Nabam Rebia called for preservation of local dialects/languages and cultural heritage of people of the State.
Addressing the 18th foundation day of Nyishi Indigenous Faith & Cultural Society (NIFCS) here on Monday, Rebia said we must work for preservation, promotion and protection of our cultural heritage, faith and beliefs to preserve our identity.
It is a mater of grave concern that the UNESCO has listed few local dialects/languages in its list of endangered language, Rebia said.
"Time has come to work for preservation of our languages, our culture and tradition: otherwise the day is not far off, when we will lose our own identity," he said.
Praising its efforts to preserve, protect and promote indigenous faith, culture and tradition, Rebia encouraged the NIFCS members to continue it although there was a financial constraint in carrying forward this sacred movement.

Another major problem regarding the project as mentioned by the Panchayat leaders is that the road does not connect the Desali township, and hence they, on behalf of the public of the block, have demanded road connectivity through Desali township which will be a boon for them as they face a lot of problems because of lack of road connectivity.
The Panchayat leaders have also mentioned that the process of land acquisition for compensation has not started till date, and no reason whatsoever for the delay in starting the process has been given to the land owners. Therefore, they have also demanded immediate start of the procedure so that the villagers can get their compensation at the earliest.

Regular supervision must to check quality of food, says information commissioner
PASIGHAT, Apr 3: As part of its mandate to monitor the implementation of the food and nutrition schemes in the state under NFSA 2013, Information Commissioner Nanom Jamoh on Friday took a meeting with DDSE, Deputy Director ICDS, Deputy Director Food and Civil Supplies and CDPOs of East Siang. While addressing the officials Jamoh asked for evolving and adopting best practices and methods for strengthening the delivery of MDM, ICDS for providing nutritional support and food security. She appreciated the initiative for taking up kitchen gardens in the schools of East Siang which she hoped would enhance the quality and quantity of Mid day meals.
The state cabinet has allocated the additional responsibility of the monitoring and review of the implementation of the NFSA to the State Information Commission in June 2016. She sought the annual reports with comprehensive status and problems and issues in the implementation of the schemes. Jamoh also sought suggestions and inputs for strengthening the delivery process in their annual reports.
Information Commissioner asked the CDPOs for regular supervision to check the quality of food under the SNP. Further she also lauded the proposal to switch to gas connection instead of firewood in MDM and asked to explore CSR avenues for running centralized kitchens in MDM and referred to the successful running of MDM in Seppa, which are managed by Women NGO.
Deputy Commissioner East Siang, Tamiyo Tatak, informed that due to the practical problems faced by the field officers in providing regular supply of essential food items for Angawadi Centres, a board will be constituted to study the matter and take it up with GoAP for decentralizing the food procurement.
The Deputy Director Food and Civil Supplies, V Pertin, informed that Direct Benefit Transfer (DBT) will be implemented from April onwards for TDPS.

APESA condemns physical assault on its member
ITANAGAR, Apr 3: Arunachal Pradesh Engineering Service Association (APESA) has strongly condemned the physical assault on AE (WRD) Tomo Pertin and demanded the law enforcing authorities to take stern action against the assaulter.
APESA in a release stated that unless there is peace and tranquility, the engineers of the state cannot deliver development projects for a meaningful progress in the state.

HPDC chairman refutes allegations
ITANAGAR, Apr 3: Reacting to the news item wherein Yupia Youth Welfare Association president, Gyamar Takar (Bharat) has alleged HPDCAPL chairman, Tungri Effa of sneaking into compound and burning his car in the wee hours of Sunday last, the latter, in a release on Monday, termed the allegations as baseless and a conspiracy to tarnish his reputation.
'A conspiracy is being hatched against me. I don't even know the person so there is no question of any enmity between us' , Tungri claimed in the release further adding that the CCTV footage from the CCTV camera which is installed at his house will prove that he was present at his residence at the wee hours of Sunday when the alleged incident took place.
Meanwhile, the wife of Tungri Effa, Messo Effa has also lodged a complaint with the Itanagar Police Station against Gyamar Takar(Bharat) for making baseless allegations against her husband.
In her complaint, Messo stated that the CCTV footage from the CCTV camera installed at their house is proof that her husband was at home at the time of the incident, which the police can check for authenticity.

ITANAGAR, Apr 3: Around 30 farmers, including farmwomen and rural youths were trained on integrated fish farming in hill areas during a five days skill development programme organized by Anjaw Krishi Vigyan Kendra (KVK) at Hayuliang recently.
Addressing the participants during the inauguration function, Senior Scientist and Head of the KVK Dr. Manish Kanwat said that there was a tremendous scope to develop fish farming in Anjaw, particularly in Walong and Kibithoo circles and some other parts. He encouraged the farmers and youths to take up integrated fish farming, which would not only generate multiple income but also employment opportunities to them.

GB's death condoled

RUKSIN, Apr 3: Nonga Tagi, Gaon Buarh (GB) of Ralung village under Ruksin circle in East Siang breathed his last at the age of 72 on Sunday. He left behind his wife, three sons and four daughters.
Late Tagi earlier served the local people as Anchal Somity Member and later got appointed as GB in 2013.

Physical fitness prog for children
ITANAGAR, Apr 3: The Ministry of Sports & Youth Affairs, Govt. of India has launched a National Physical Fitness Programme for school children.
The programme will be conducted with the help of experts from SAI and LNIPE, Guwahati from April 5 to 7 at RG Stadium, Naharlagun.
It will be held for both boys and girls in three different age groups of 10 to 12, 12 to 15 and 15 to 18 years.

'Change railway ticket counter's timing'
ITANAGAR, Apr 3: The All Arunachal Pradesh Public Transport Federation (AAPPTF) has in a memorandum submitted to the Northern Frontier Railway (NFR) General Manager (GM) has appealed the latter to change the ticketing counter's timing at Naharlagun Railway Station.
The federation, in its release stated that the present timing of 8 am to 2 pm is not feasible for people coming to get tickets from far flung areas and for the working class and appealed the GM to change the current timing to 8 am to 8 pm.
It has further appealed to the GM to introduce a new train from Naharlagun to Guwahati that runs in the daytime and increase manpower at the railway station.

Maintenance of Lobi road sought
ITANAGAR, Apr 03: Lobi Welfare Committee of Itanagar in a release resented over poorly maintained road of Lobi. Committee Chairman Tahio Tadik claimed that as per the departmental record said road is repaired and properly maintained, whereas actual condition is different. The maintenance of said road was reportedly done under PWD Itanagar division. Tadik further claimed that carpeting and drainage are yet to be completed causing lot of accident cases. Blaming the PWD Itanagar for inconvenience caused to commuters, the committee demanded early repairing of said road.
ITBP conducts educational tour for students

Dear Editor,
May I have the honor to publish an article through the esteemed column of your daily newspaper about the role of market politics which has been the responsible for the rise of colorism in India. The word "Complexion" is derived from Latin word "Complexi" which is referred in general terms to a combination of things and psychological term 'to the balance of humor'. In the Oxford dictionary, complexion means the natural colour, texture, and appearance of person's skin especially of face.
Today, complexion plays a major role in Indian society, though most Indians shows apparent ignorance, the practice of exclusion or discrimination based on skin tone of a person, however, the multiple growth of fairness products in market once again tends to bring the British Ideology of division of society based on color 'Black and White' in the early 18th and 19th centuries. British having fair skin and different facial features claimed themselves to be 'Superior and an Intelligent' and called Indians a 'black and inferior' to them. Such segregation was very clear from the time of East India Company in 1600 A.D., who named their Fort st.George settlement a 'White Town' and of Indian settlement a 'Black Town'. However, the status quo of Indian society is very different from the past, we are no more physically suppressed by any external powers but an extensively growth of market politics in terms of fairness products which again tends to shape the society into colorism. This shape the common man's association with white color skin with the ruling clan, with power and also with beauty which dictates the desired for western concept of beauty with lighter skin even after many years of India's Independence. Today, we see numerous advertisements on fairness products in televisions, newspapers, magazines and social media, and so on, the products such as Fair and Handsome, Fair and Lovely, Garnier, Loreal, Olay, Cavin Kare's Fairever etc. On the top of that media's obsession with fair skinned image greatly influence the general population to look like the lighter skinned model and every mean to become fair by using fairness products. To beauty oneself is not the problem. However, the problem is that the beauty based on fairness set by media moguls and industrialist who dictate market force and vested interest in such ideologies concern about skin tone become only too apparent in day to day life. The same ideal of beauty is now influencing the behavioral practices and even preference where fair and white woman has chances to get a job in many private companies than dark woman. Very interestingly, all the villains in the movie industries are often brown or dark in complexion fighting the fair skinned heroes. This ideology creates a lacuna in the society. Since, India itself is made up of an agglomeration of diverse culture and people. If beauty comes from within then why to discriminate based on color?

Dont bombarding APPSC with selfish suggestions
Dear Editor,
This is with regards to a letter titled "A suggestion and an appeal to the APPSC" by one unnamed aspirant, who appealed to APPSC to do away with the objective based examination for the recruitment of assistant professor.
While opposing objective based examination, he seemed unaware of Manipur's assistant professor recruitment drive. In Manipur, it is only after objective based examination, viva voce for assistant professor is conducted. His sweeping generalisation of recruitment process of Assistant professors lacks authenticity and is distorted.
Furthermore, it seems he prepared new eligibility criteria for the post of Assistant professors as per his wishes. Under UGC norms, candidates who secures 55% in masters (50% for ST,SC) along with NET/SLET or Ph.D are eligible for the Assistant professor. He seemed to have misunderstood assistant professor for Associate Professor and Professors, and its eligibility criteria for that matter.
Because he has all the qualifications, he wants to compete away the aspirants who do not have qualifications as mentioned by him. At least his letter portrays that. Moreover, his manner of connecting objective based examination with stoppage in research publication was a very childish argument. Such low morale is not expected from a research scholar.
Lastly, I would like to appeal all the aspirants to give new team of APPSC some time to consolidate their new policies and schemes. Till then stop bombarding commission with so many selfish suggestions.
